Henrico County leaders broke ground Thursday on a controversial new development - West Broad Village. It will be located on West Broad near Three Chopt Road and will include 900 new homes, a high rise office complex and retail stores.  Some residents say it's too much and are worried this new development will add to the current traffic troubles.

Several Virginia inmates are suing the state over the Department of Corrections' grooming policy.  The DOC doesn't allow long, shaggy hair, for example.  Some say the policy violates the prisoners' rights.  We say it's simple tit-for-tat: The inmates don't care for the prisons' copius locks, and the prisons don't care for theirs.

In its hometown of Orlando, The Scott Partnership has been involved in the redevelopment of Baldwin Park, an old Navy base.  Grand Central is designed with urban living in mind, so residents may work and shop within walking distance of their homes.

Some in Short Pump upset with proposed West Broad Village. The urban village planned for Short Pump is a go, but neighbors haven't stopped their fight.  And as the $1 billion West Broad Village heads for another round of county approval, residents are warming up their vocal cords, preparing to make another strong stand if necessary.

The nation's largest garment factoryoperator, which makes clothing in a sweatshop-free environment in downtown Los Angeles, has opened a store in Carytown.  American Apparel took over space in the Cary Court Shopping Center, selling colorful basic cotton clothing with no logos or decorations to young, hip consumers.

Plans for West Broad Villagedevelopment have changed little, despite residents' pleas for changes at a community meeting last night.  Next week, the Henrico County Planning  Commission will see detailed plans for the first phase of the project, including interior roads, landscaping along Three Chopt Road, utility work and specifics for the Whole Foods Market In. and Wachovia Bank buildings.

Ground is broken on the $1 billion West Broad Village, a sort of self-contained miniature town set to rise in Short Pump.  Inhabitants of Short Pump Town Center gather their Gucci spears and Macy's clubs and prepare a raid on the encroaching village.  Fred Clark's irreverant self-written obituary, published in the Times-Dispatch, triggers an outpouring of condolences and toasts from people across the globe.  You can't go out much better than that.

The Short Pump farm has become a serene oddity in the crowded shopping mecca could begin losing trees and havingits topsoil stripped by next week.  Developers of West Broad Village, a major residential, retail and commercial project, exepect to receive permission from Henrico County to start preliminary work on the site, planning commisioners were told yesterday.
